How to detect fake PR

how do we detect or know fake PR (Google Page rank) I have read some articles that downgrades PR toolbar and is not really accurate. I've also seen some web pages with high PR but no backlinks to other webpage. There are some tricks like 302 redirects, domainpark etc but is there a tool to detect fake PR. Please let me know

look for some backlinks to this url

if the url has no backlinks, then the url cant have any PR
